There are a lot of enthusiast folks who have been building HTPCs for years. That's a Home Theater PC, which is a computer in a nice horizontal case that looks like a stereo rack component, with a vacuum fluorescent display and IR receiver, for use with an MCE remote that was bundled with TV tuner cards for Windows XP Media Center Edition.
